Up to 50 MB ZIP, 100 entries including folders, 150 MB expanded total and 50 MB per file. JPG, PNG, WebP and JFIF images can be up to 20 MB. Encrypted, nested, split and ZIP64 archives are not supported.

PDF text and supported form fields stay usable when merging. Images become PDF pages at 96 pixels per inch. For a password-protected PDF, use Arrange pages first and enter its known password there. Signatures, dynamic forms and automatic actions are not supported.
Turn a folder of PDFs and pictures into one document
A ZIP is a container for files. Open it here to see which PDFs and pictures it contains, choose what belongs in your document and set the order before combining them. Files you leave out are not added to the PDF.
Use Organize PDF if you need to remove or rotate individual pages after choosing the files. To keep the original files separate for sharing, use the packing option to create a ZIP instead of a combined PDF.
Best for: People combining an application pack, scanned receipts or a collection of PDFs and pictures delivered in a ZIP.

Frequently asked questions
Can every ZIP file be converted to PDF?
No. A ZIP may contain any type of file. This tool combines supported PDFs and pictures; it does not convert programs, videos or every office format inside an archive.
Can I choose which files to include?
Yes. Review the archive’s file list, select the items you need and arrange their order before creating the PDF.
Can I open a password-protected or nested ZIP?
Encrypted archives and ZIP files inside other archives are not supported. Extract the files with a trusted archive app first, then select the PDFs and pictures you want to combine.
Why was a small ZIP rejected as too large?
Files can grow much larger when a ZIP is expanded. Limits apply to the expanded contents as well as the archive itself, so a small download may still be too large to process in your browser.
Will the PDF contain editable text?
Text already present on supported PDF pages remains text. Pictures become picture pages and need OCR if you want to search their printed words.
Can I create a ZIP instead?
Yes. Use the packing option to download files together while keeping them separate. Packing them does not convert their contents or guarantee a smaller file.
